Not allowing locations to be added

I’m setting up GeoDirectory for the first time. I added the Locations Addon, but it doesn’t let me added regions or countries. There is nothing at all on the Countries and Regions tabs under Locations (in GeoDirectory Settings). Under the Settings tab, I’ve set it to multicity and multi-region, but this hasn’t changed anything, and it won’t let me add regions or countries here either. Under the Cities tab, there is a button for adding a city. If I try to add a city, it won’t let me add a region or city and it will fail to add the city. It also won’t allow me to add cities through CSV. Anyway, let me know if you have any thoughts. I’m basically stuck until I get this figured out.
