Search is inconsistent

I’m using the Whoop theme, but I can recreate this in the generic GD Demo too…

Basically if you do a partial search, the searchbox will make suggestions using a “Contains” search. For instance, in the whoop theme demo (https://wpgeo.directory/whoop/), if you type “sland” in the search box without hitting enter/search, it will show “Alcatraz Island” as a suggestion. But if you hit Enter/Search then it says the search returns no results. I suspect this is because the actual search is not using “Contains” but rather “Starts With”. So it’s very inconsistent.

This is especially an issue on my site because I search for items by a unique registration number and sometimes people leave off the pre-fix and sometimes they don’t. I would prefer that they both do a “Contains”, but either way they should at least be consistent.
