I have an ongoing issue with new users signing up on my geodirectoy site with no intention of creating a valid place listing. Most of these are from Russian ISP’s. Presumably this cant be stopped, but is there a way to search and delete users for which there is no associated place listing?

WordFence can stop your site from being shown in specific countries. https://docs.wordfence.com/en/Country_blocking
The service is $60~ year. But you can’t block some countries if you are using AdWords.
Works pretty well for us. You can also block IPs

There is not I’m sorry, there are cases where users register for other reasons too.
