have 454 categories, they not going under one another!
Trying to get menu at top to be top-level-categories only.
    Am I doing something wrong?
Have attached screenshot of CSV, how should I be saving the categories?
    Appreciate any help,
    Thanks.

You cannot have commas in a category name, that will be treated as two different categories.
Are you overwriting existing categories? If not, “cat_id” should be empty.
You should not use Excel: https://wpgeodirectory.com/docs/core-export/#important

Create a few categories in the backend and then export the CSV, then you will see how to use it.
