unable to create a text custom field

I am having issues adding a custom text field. If I set it as number or decimal (as well as any other field type) it works fine but if I choose character it will not create the field, it just does nothing when i hut the save button. I have installed a dev version thinking it may be something I have done but it does the same thing on a fresh install with no plugins installed. How do I fix this?
