No option to disable place requirements

As per the importing rules, you state this:

“Note: If you are using the Custom Post Type addon and have disabled the requirement to use a physical location for a CPT, then you can leave these fields blank.”

However, I don’t see this in either the Standard or Advanced editing modes.

How can I disable a location being a requirement?
