Tips about how to manage provinces?

Hi,
I understood that wpgeo and google api works only with countries/regions/city. My users also ask for provinces too. (in my country is very used). Any suggestion how can we manage this? I don’t think is possible to change the core, so what alternative solutions can you suggest?
A page for every province, with a list of city urls? (but no maps to show I presume)
Using the neighborhoods?
