Listing categories that can't be edited by listing owner

I’m not sure of the best way to handle this. I’m building a directory of practitioners trained at our school. I need multiple certifications that can be attached to each listing and searchable by end users, but these certifications should only be editable by school personnel, not by the listing owner. It seems that both tags and categories can be changed by the lister. I do want them to be able to edit photos, description, etc. just not the certifications.

I created a Practitioners post type and would like to delete Places altogether but that doesn’t seem to be possible.
