If you tick “Wish to enable neighbourhoods ?” at GD > Multilocations, then you need to add the neighbourhoods to the cities at GD > Multilocations > Manage locations. There you will see an option next to every city to add the neighborhoods.

Neighbourhoods are not used to set a location on the map, they are not part of the Google Map API system. It is only used to categorise your locations in more detail if you wish to do that.

I don’t know how you are doing it, but if I choose US > Louisiana > New Orleans and a street address, and then “set on map” that it where it moves the marker then. You only select the neighbourhood only after you set the marker.

There is no need to register the google API.
The map will open at your default location, the user needs to change the address.

What I mean is that when a new user opens the Add Listing form, the map will normally show in your default location. The user needs to make sure the address and the map location is correct.
    You do that by:

    1. Using the Google address autocomplete in the address field, and when you select the correct address, the marker will move. Then just select the neighbourhood manually.
Try it by starting to type “Wilson Drive New Orleans, LA, United States”.

    2. Enter an address in the address field, select a country, select a region and select a city.
Then click “set on map”. Then just select the neighbourhood manually.
Try it after refreshing the Add Listing form.

    3. Drag the map marker on the map until it is on the right location. Check the street name and select the neighbourhood manually.
