1. This sounds like it will be a very custom feature. Have you taken a look at the V2 location switcher? It makes it easier for users to choose a location.

these types of changes are easier with GDV2. Consider hiring an expert to help you upgrade your site and sort out a new display for your archive item template.
As Kor mentioned, it should be possible to achieve what you are looking for, but it will require some skills from an expert, it is not something that can be helped by a template, theme, or other plugin really.

If you could say more about what you are trying to achieve we might be able to point you in the right direction.
GDV2 uses the theme style. Are you trying to rearrange fields for the archive item display, for example? Something else?

If you created new pages, then yes the shortcodes need to be added to the pages. See https://wpgeodirectory.com/docs-v2/geodirectory/templates/
