You can simply set the author, sure, and mark the business as claimed, both in the backend.
The user must be set to be an author (role) first before they can be selected.

to have the first box list parent categories, second one list the sub categories, this is not possible with the settings available out of the box.
What occurs to me is:
Divide up the navigation to have “features” from the parent category leading to the category page listings,
or
(perhaps further complicate things) and add a custom field for the parent category.
Giving your visitors choices can be done in lots of ways, for sure.

That is only possible with a customization.
However, send over the details of the page and we can take a look.
It does not add the image to the listing, per se. Instead it uses the image when needed in listings, on the map, and on the detail page.

Yes, if you add it to the matched category, then it will show on those listings that do not yet have an image with the matching default category.

once enabled, now you can visit the site to test the functionality as a business owner.
make a test listing,
open a new browser in incognito mode
visit the listing
click the claim button
fill out the formnow as admin visit the site and you can approve the claim.
