GD – Settings – General – General – Show advanced – allow users to post without logging in.
That will create an account for the user when they add name and email when submitting their listing.

The expectation is that users find their location using the Near field in the search bar, yes.
Once they do, then the location is set and category URLs automatically include the location, helping to focus the listings in the area of the visitor.
The process of getting the user to their location can be done with the near search field or with direct links to locations where you have a lot of listings. Sometimes our members will take a look at which locations are popular and add those location pages to a menu for easy access.
You can also do something like that with the GD Locations widget, which will output a list of cities on your site.
Location Manager is a premium plugin.
Make sure the UsersWP shortcodes are there, too, and setup in the UWP settings for pages.

https://userswp.io/support/You should use just one plugin for the user profiles. They are competing with each other for which one is going to render the author page, both setting redirects to it.
UsersWP also should not be used at the same time as BuddyPress.
If you disable WP User Manager, does the profile work?
In GDV2, location is set by landing on a location page. The location stays set until another location is set or the user browses to a non-gd page, or visits the /location/ page where the location is set back to ‘everywhere’.
The near me page is a special function and does not set a location in and of itself.
