To turn off the comments,
go to the page in admin,
open up the Screen Options in the top right,
tick Discussion,
scroll down the page and untick Allow commentsIt seems you are using GDF as your theme.

Where you add it depends on the theme you use, but you will need a page template that allows you to add a widget just below the main content, or similar.
Or you might be able to add it just below the header, and then the description will be below it.
Alternatively, you might be able to code the search widget into the page somehow.Evan, I am flagging this to Stiofan so we can point you in the right direction.
