Category translation:
WPML > Translation management > Multilingual Content Setup tab > Custom taxonomies
Then after you create a CPT category, go to edit the category again, and you will see that you now can translate the category.

Not sure what you mean with the second question. Any CPT automatically has a category field.

You only need the .mo files uploaded, but best practice is to upload the .po files to so you don’t loose them and others [like us] can check them if need be.

They have to be correct .mo files, so they will need end in .mo to work.
