Cannot get CSV import or export to work

the file looks correct to me.

I suspect the problem is server related. Probably ajax calls not working properly.

Could you please provide a URL and wp admin credentials in a private reply?

As Paolo said, it is most likely a server issue (since also CURL is not enabled on your host).
could you create a phpinfo page and upload to your root ?

to create it, insert the following into a file

<?php

phpinfo();

?>

and name the file with a php extension, e.g. phpinfo.php
