How to have different image limits in different packages

I would like by Basic Listing to allow one image and my Standard Listing to allow six.

In Place > Settings > Packages I’ve used the Image Limit field to set limit of one image in my Basic package and six in my Standard Package.

However, this seems to be overruled by Custom Fields settings. There the Images field applies to all package and I set my limit to Six.

How can I adjust things so that my Basic package only shows one image but the other packages show six?
