I’m confused about multi-locations. As well as those place in cities, I’m also trying list places which are NOT in cities.

It seems that the plugin insists that each location is associated with a city.. which just isn’t right or realistic.

Have I fundamentally misunderstood or misconfigured something?

Each listing needs a physical location by default.
You can create another Custom Post Type that does not require addresses if you like:
