That FTP user should have write access now.

I’m looking for that file but I’m not sure where it’s at…

FTP users still can’t write file. They are owned by another root user. Either you CHOWN all files to us, or you’d need to provide credentials of the original user.

The file is in wp-content/plugins/geodirectory/geodirectory-functions/taxonomy_functions.php

I’ll set this as resolved, as I’ve tested the patch on another members website and I can confirm that it fixes the problem.
