I am using Geo1280 Theme and I can use the 3 columns with Left and Right Sections. However, backend shows the Primary and Secondary Sidebars in Widgets, but no widgets can be hown here. So what is the purpose of these Sidebars when Right & Left Sections work? Have I misunderstood?

Those sidebars are for WP pages and posts.
GD pages layout is controlled at GD > Design: https://wpgeodirectory.com/docs/layout/#directory
