Is there a way to “randomize” results when the search is done generally for a certain region/state or a within a certain category?

No, because search results are always sorted in the order of relevance.

I’m mostly talking about when i’m looking for all the results in a certain region, and that’s all I’m searching for, what is the relevance since there is no exact location or other search criteria? Say I create a landing page for a certain state, I don’t want the same listing to always be at the top of that result. I understand if they have paid for that position but the I would want the rest of the results to random.

If browsing a region, then the archive for the region like /places/united-states/ can be sorted randomly using the sorting options.
