Set address on Map – changed?

Hi, i am seeing some changes on my site, whcih i noticed only now, so want to check.

1. I had set only INDIA as country, and SELECTED REGIONS and SELECTED CITIES – currently i have only one region (Maharashtra) and one city (Pune) – i intend to add other cities later.
2. I have disabled the change address from pin move because that was often changing the address to gibberish ( https://wpgeodirectory.com/support/topic/set-address-on-map-replaces-the-street-address-with-a-random-number/ )
3. In my live site staging copy (staging26.kidwise.in), however, if i type an address out of the selected region and city, and click set address, it gives an error to select within the selected region (Maharashtra) – this is expected
4 However, if i move the map pin to any location outside selected region (eg. New Delhi, which is a different region and city), it allows submit , though the listing is saved with selected region/city only (ie it saves as “xxx, Dew Delhi, Pune) but map shows the outside location (New Delhi). My query was that when the map pin is moved out of the selected region/city then should it not give an error like it does when set address is clicked (attached)?
