the CPT slugs are required, as is the slug for the location page.
Have you already checked out your location pages like /location/city-name/ ?
/city/%postname%/ – the 404 is on the detail page?
Write back with an example URL that is 404, and include WP Admin credentials in a private reply if we need to check the settings.

For V1 this is not possible without a customization, but listing counts have already been implemented for V2.

I appreciate your spelling out the details of it.
I discussed this with the developers and this is a customization for V1 as it cannot be fixed up with a small bit of code.
If you want to proceed with it on your own then you can take a look at the Category Top description, that seems the most likely place for a replacement tag like this to be applied, alongside %location%.
Category Top description already allows individual content to be stored for each category+location.

can you say a bit more about that? I think I get the location name part. What is the number? The post type count? Category?
Where do you want to display it? Detail page? Every page?

That addon was created to allow an individual business owner, like ‘Joe’ who owns “YES Camping” so they could put in the URL for their business FB page or Yelp page to quickly import their business detail.
Have you already tried it?
