You can certainly add those tags in advance, and recommend that users enter them. There is also the option to limit the number of tags that can be used on each listing (default is 40). There isn’t a way to force only certain tags, though, out of the box.
However, those values are usually created with custom fields, so that they can be exposed to advance search.

That is correct, we are only able to supply you with a filter that works on the output on the front end where the selection is displayed, not within the editor.

I recommend you visit the options at GD > Design > Detail
Try out the feature to show as a list instead of as tabs.
You can then consider reordering the tabs (or list)

The “More Info” tab is an easy way to group your custom fields together and then display them together. If you really want to move individual fields around on the page, without using the More Info tab, here is an example of how to move data below the tab/list area:

Do you have a site where you are now happy with the GeoDirectory and UsersWP integration? Where you expect users to create listings?

There are no posts that I Have found with snippets with exactly what you are looking for.
The feature that you are talking about would be associated with the category properties page, where you set the category name, slug, description, and two images there, one for the map pin, and one for the Default image for listings in that category.
Additional functionality would probably be added to that form/feature in one way or another.
