No, you shouldn’t set any GD pages as the home page. Yes you can put a search bar on any page.
If you disable autocomplete for the near field, then every search will be a ‘Near’ search. The autocomplete is weighted to display locations in the database, to help users find listings on the site. If they type a street address they will also see Near autocomplete suggestions. Have you tried that?

You can merge listings in a city in one country into a city in another country.

No, we recommend that you only add categories to which you plan to add listings.

It is a special field in that it is a default WP field, and the only one with a configurable character count per package.
