S2member can do that by restricting access to URLs that have /places/ in it or whatever other URLs you want to restrict. There are other ways too, see http://s2member.com/features/

You can do that with the Advanced Search Addon.
Once that is installed follow the instructions at GD > Places > Advance search tabMy mistake, authors can add new listings in the backend, but cannot “see” admin only fields, and cannot edit other users’ listings.
Editors can add and edit, but can never see admin only fields.I am not sure if “admin only” GD custom fields can be made to be “author and above only” fields and if so, how. I’ll escalate your question.
Buddypress is based on users, not listings, so normally cannot be searched by location.
If you add buddypress fields for user location, then there might be some plugins out there that can search your users. But GD is for listings, not users, and users cannot be searched with GD.1. They are only warnings, you can suppress them by adding

Only administrators can see the add-listing form in the backend, so that would never work?

So if you are in Paris and agree to be geolocated, it will always go to the nearest location in your database, even if there are no listings there. If that was your default location, it will seem that you are taking to your default location, whereas you are really taken to your nearest location.
Have you enabled the location switcher in the menu? What is the location shown there when you geolocate? Are the listings in that location?

The only proven way is as described in the documentation. I would de-activate Loco Translate.
