Julio, can you post your URL and admin details in a private reply, then we can have a quick look for you.
Your system is connecting to the Google API to get the data, and that might take a bit of time depending on your connection etc, but should not be minutes.
I guess you already enabled multi location or your users would not be able to add any other cities at all.

They should import just fine like that, and then you csn go into WP admin and fix as you suggest. Even adding zero for lat and lng will work, as long it is not empty.
I’ll get Paolo to have a look at your question too, but i am not so sure what you suggest would be easier or faster anyway.
http://www.findlatitudeandlongitude.com/ has a bulk tool for conversion to lat and lng you might be interested in.
