You should not import any cities at all, you will only end up with empty pages.
Your cities are added by your users when they submit a listing.You cannot use shortcodes in the translation as far as I know.

I strongly suggest you try GD and your theme somewhere else than a GoDaddy WordPress site; see the other comments I gave you a link to.
If you have the same problems at a “normal” hosting environment, we’ll have a better look for you.
The problem is most likely GD and GoDaddy, not GD and X.GoDaddy’s caching system and css minifying is creating problems.

If you mean the WordPress search page, you will have to copy the search.php file from your theme to your child theme, and edit that file.
If you mean the GD search page, you can “translate” the “no records found” message.
GD > Advanced Search > GeoLocation Settings
Tick all the boxes.
Try GD > Theme compatibilty > Choose X from the drop down.

Character coding is Vietnamese, might be a problem.
Start with one listing to get it working, or add one in the backend, then export the CSV and use that file.The new documentation is here:

If you want them to be viewed on the frontend by logged in users only, you might be interested in the s2member plugin that will allow you to hide some content from certain users.
You can just add custom fields and set them for admin only:
