Mmmmm, did not realize that. Just create a package that allows museums and attractions and leave it inactive. Then turn it to active when you want to add a museum, and set to inactive when you are finished …

Make sure your none of your Things To Do price packages are allowed for the museums or attractions categories. That means that you will not be able to add a listing in those categories from the frontend.
When adding museums or attractions from the backend, make sure you tick the “Is claimed” box. That means nobody else can claim them.
No need for anything special (unless I misunderstood).
Where are you entering your search query?
In the “title” search on the location map?

One possible solution just with GD would be to create incremental pricing packages (all for free), so a user can submit the basics first and by “upgrading” they can add the rest of the information.

I think you misunderstand the payment setup.
Allowing the business linking in the price setup for an event price package, makes it possible to auto-populate the address etc, and creates a link on the detail page.
There is no way to exclude certain places from the list.
The “link business” option has no effect for any CPT except the Events CPT. Look at the heading in your price setup: “Event Features Only”

The best solution is to let people register, (and choose their password,) then they can log in straight away, without having to confirm their email (so you can even register with an incorrect email).

If you are thinking of allowing anybody to login with a test email, be aware that everybody then can edit listings added using that test email (and be ready for spammers).
Basically, only registered users can add listings, and only the user (and admins) that submitted the listing can edit the listing.If this does not answer your question, just let us know why you do not want people to register, so we can understand better.
