I think GeoLocation does not work without MultiLocation. It would not make much sense if you only have one city.

It will give you results if the search term is in the listing content.You cannot update listings by re-importing them again, you will just create duplicates.
You can just create a new CSV file based on the relevant tables in the database, completely delete all listings and tags in your admin area, and then re-import.
