I can see still quite a few plugins activated.
Your code on the page is missing the list of the countries:<div class="chosen-results"></div>
That DIV is empty and should normally contain all countries.
You should have a geodir_countries table that has all the 273 countries.
But I do not think that is the problem. I think some other plugin is conflicting.Turn off all other plugins and see if that fixes it.
If it does, then turn them on one by one to identify the conflict.

1. Set a default location anywhere in the country
2. Set the MultiLocation settings to “enable default country”, and set multi-region and multi-city
3. Regions and cities will automatically be added as you start adding listings or eventsSo all you have to do is to create a default location, there is no need to do anything else before listings can be added to any other city in your chosen country

Listings will automatically be added to the chosen category and city.
If you have a default location set up and at least one category, adding a test listing will give you a good idea.

I am not sure whether that will fix your search, but at least we can have another look to see why your search is not working.If I understand you correctly, you will use GD for one country only. To do this:

3. Regions and cities will automatically be added as you start adding listings or eventsFor the menu (which sounds like a really big menu) you might want to look for a sitemap plugin maybe, or use the normal WordPress menu.
GD has some widgets you can use that will link to your categories etc, and you can add all custom post types to your main menu etc, but GD does not come with something like you describe.Let us know if there is anything else we can help with.

What program do you use to create your CSV file?Download the sample from
/wp-admin/admin.php?page=geodirectory&tab=general_settings&active_tab=csv_upload_settings
and test as is, then change one bit at the time.If we are still not getting anywhere, we will have to look at your admin for starters.

What about breaking it up in 10 files of 6,500 listings?Do you have the category already created?
