Why not just have a page that has links to each package and link direct to the selected package, then hide the whole change package section with CSS? U will see the url changes when u select a package.

WP can be tricky when you first move from standard PHP thinking but once you get used to hooks/filters it is great 🙂

#1 It will be split into two, a package manager and a invoice manager.

#3 I am not sure what you mean here but yes they can be added by all methods.
