Add New Locations, Prohibit Custom Names

I want to enable the addition of new locations on my site. But I also want to prevent people from creating made-up locations and miss-spelling cities, etc. Is there any way to enforce that a given country, region, and city combination exists on google maps before adding it to the database? Otherwise there could be listings like “United States > New York State > Upper East Side New York City” or worse, “United States > Buy Viagra > BuyViagra.com”.

I noticed that I can limit locations to “selected” items. This would be useful if I could import a pre-populated list of all countries, regions, and cities on google maps. However, items must be manually selected and that is not practical for thousands of locations.
