I am building a couple of sample listings. I noticed that when I register as a sample company to build my sample listing, I can only assign my sample ad to an existing places category. This will require me to build all potential places categories in advance. How do I add additional places categories so they are populated and available to be selected when businesses arrive to set up their real ad places?

I’m guessing you restricted your price packages to some categories only, there should be no other reason to limit your categories on the add listing page.

Where are the settings I can set to allow the creation of categories on the fly at-will when businesses begin to sign up and register their ad space?

Only admins can create categories, they cannot be created by users.
Admins create categories at “Places” > “place categories”.

Unlimited categories created by users would make visitors completely frustrated because they cannot find any listings. Best practice in my view is to think as a visitor, not an advertiser, and create a minimal set of categories, so advertisers have more chance to be listed in a visitor’s query.
Tags allow an advertiser to add keywords to their listing to highlight the main features of their listing etc.
Any GD search by a visitor for “catering” for example will return any listing where that is word is in the listing title, description, category or tags.
You can then add a tag cloud widget on your pages, together with category widgets.
