Admin can't change Package – Pricing and Payments

Hi! I’m having an issue with the pricing and payments plugin in conjunction with the WPInvoicing – I am logged in as an admin. If I go to a place page that is ‘owned’ by my admin level user I can change the package level. However if I go to a place page owned by a ‘subscriber’ even with my admin level it won’t change the package level. Shouldn’t an admin be able to upgrade a customer’s package level? If you can how is that accomplished as it currently won’t let me do that.
