Can not add new Cities or States from Admin dropdown menus

We have moved to a support ticketing system and our forums are now closed.

    It is finally possible to force a new city/state by punching in the zip code, but just clicking on the drop downs for state, city looks like this:

    It says to click to find or add – so expecting to see a way to “Add”

    Or do I not understand how to make Cities/ States available from the add Place screen in the WordPress admin:
