Can users add a new city or region

    The attached screenshot is from my Add Listing page. It appears from looking at the field descriptions that users can add a new city or region when one they are looking to add a Place to doesn’t already exist. Can they do that, or do the regions and cities need to be pre-populated into the site by the site operator so they can be searched in these dropdown fields?
