Control tabs visibility with PHP

Hey there, looking for a nod in the right direction.

Let’s say my CPT has 3 categories: cars, trucks, boats.

On my tabs setup, I have 3 same name fieldsets as primary tabs, with other fields underneath.

What I would like to do server side is disable the tabs from being output based on what categories are selected.

Nothing in the templates jumped ot at me, soI fugred I’d have to do it with a filter.

Any tips?
