CPT searching from front end

I’m having an issue organizing my directory and wondered if there is a work around or better way of doing this.

I would like to achieve what most if not all directory search bars provide. On the front end I want users to search for business name keyword tags or category and location from the front end and have the cpts organized in the backend. I know you suggest to go for cpt to split up the categories for larger directories but in the start it won’t be and my second question would be is it possible and feasible to break it up into categories later.

Also I would like to find a way to have tags as a dropdown to keep thing uniform and clean as well as searcHable

Also while I’m at it I would like to know if there is a way to have specific listings or buinesses that a premium membership in a particular business that added option of a quote request. Also the option to have quote form that automatically on allows quotes from a drop down of premium listing as a multi select
