CSV import error message

Experiencing an issue importing event file. Following instructions, I have converted the Excel file into an Open Office CSV file, saved it and attempted to import it into Geodirectory using the Import/Export tool. I am receiving this error message reproduced in its entirety, here and an the image of the page I am on.
Array( [error] => Sorry, this file type is not permitted for security reasons.)x
Any suggestions?

Thanks for the quick reply. That solved one issue. However, I have this issue remaining and please see images below.As noted, I have the address, city state and zip code in place. Unless there is something wrong with the file not saving as a CSV accurately. I used Tim Clark’s steps as noted on his website when he was providing support here and it worked for several years.
I’m using WP 5.0.3 and GD v1
I noted that Open Office is being migrated to Libreoffice,should we use that instead of Open Office to create a csv file?

Try that and let us know where you get stuck. It seems like you might benefit from the part of the process of adding a test listing first to make sure your data matches the format returned by the Maps API of your choice.

You want me to run through 10 pages of instructions and tests to solve a problem that has worked for the past 5 years?Most of the instructions seem to be related to GDv2, I am running GDv1 as noted previously.
And yes, I am only uploading 5 lines of test data. The previously provided images illustrate that I have included the city, state, postal code and country. Yet the error message says:
Total 5 item(s) found.
5 / 5 item(s) could not be added due to blank/invalid address(city, region, country, latitude, longitude).Thanks
February 15, 2019 at 7:56 pm #469277The instructions are ‘verbose’ but should cover only the steps you need to take for a successful import batch.
That said, we ask you to make sure you are using an exported CSV for actual data.

I revisited the steps to create a CSV file and learned that I had saved the file correctly. I also downloaded LibreOffice, installed it, ran updates, using the original Excel file imported it into LibreOffice then saved it as a CSV.Attempted to import back into GD and received the identical error message.
Any further suggestions?
