Events as a Part of Regular Listings

Hi All, A quick question:

We are working with the latest version of all products. We want the site to function as a business directory first, where listings can be claimed and upgraded to “premium” listings.

In order to post an event, you must first “claim” your listing. This will give you access to a free event listing.

In order to have a premium event listing, you must first upgrade your listing to a premium listing.

So, is there a way to make posting events dependent on the listing status?

If not, what functionality does GD offer that is closest to this strategy?
