EVERYWHERE stays active when disabled

I have the Wish to enable EVERYWHERE city section disabled, yet “EVERYWHERE” still appears with the Location Switcher. When this option is disabled, is it not intended to disable both the feature and the EVERYWHERE text from appearing entirely?
