How the tags works?

Hello Geo Team,
I organized my website to display the featured lists in the top of the search page when a user search per category. But when they search with words i do know the system will look for tags and words into the lists pages but there is a way to always display the featured lists when a user is searching per category or words/tags?

Right now when a user search for ”Hotel” most of all the time shows free users in the top of the page and the featured lists below.
How it really works and how can i organize to display the featured lists in the top no matter how a user search for it?
Using categories, tags or the current location?
