Is there a way to make it so that users can ONLY pick from a list of the tags that I created, and NOT create their own tags?

No, but the field will show the most recent from the drop down.
I will make a not of your request, it is a popular idea, to at least hide the tag input for some listings.

However, tags by design is about user input, so I am not sure we will ever go with only admin only tags.

Instead a custom field can be used to allow additional selection of specific items, if the list is predefined.

Being able to only see the most recently used tags isn’t as useful as them being able to see ALL existing tags.

I’m not sure I understand why tags would be about user input since then you will end up with a bunch of single-use tags. What’s the point in tags that are only used by one listing? I like to have a tidy list of tags that are actually used by multiple listings, vs a huge long list that is too huge and wieldy to visually make it through. Useful tags vs useless. Which is why I would prefer they didn’t make them themselves. Though I suppose I can still edit them after the fact? Just more time-consuming.
