If this is a global directory whey a default location?

I’m beginning to fear that I chose the wrong plugin for our needs 🙁

We want to create a directory of practitioners where people search mostly by specializations, not location.

So location is not relevant when searching for a practitioner.

But it seems I must set my default location and even with the locations premium addon, I can only search in the default location.

I don’t get a drop down of countries, states, cities.

How do I get all countries, states and cities to show. When I go into Settings > Locations there’s only the default state, city.
