Include FREE package in Claim listing

    Our listings have 4 packages, FREE, 6 months, 1 year and Featured. If a user claims a listing, i want them to be able to choose any of the 4 packages. However the FREE package does not show up when i choose the Force Upgrade option, only the paid packages.
