Is it possible to allow user to create only one event per day or hour?

Hi,
Is it possible to allow user to create only one event per day or hour?
I need that users can create events but I don’t want to have multiple events in the same time. So when they choose the date and the hour they can see if there are already an other event in the same date and hour. In that case they will not be able to create the event in the same date and hour of the other event. (like if they are booking something with a booking calendar). Is it possible?
