If I limit the number of categories to “1” can the customer still add an additional subcategory

For example, I have “Food and Drink” and then a sub-category of “Food and Drink” is “Restaurants”.

If the limit is set to “1” can the customer choose “Food and Drink” and “Restaurants” since “Food and Drink” is a parent category of “Restaurants”?
