Listings automatically published, approval not working

Hi,

I want listings to be approved before they are visible.

To do so, I have set “New listing default status” to “Pending Review”. (see attachment)

However, listings are always immediately published without being approved.

There are two settings for that, one in the general settings, and then another in the custom post type that will override the default setting.

Another point, listings are still visible to the admin or the listing owner so they can do edits or complete payment.
