I’m a bit confused what the locations pages are for?

For example i’ve got the following pages on my site:

https://theuk.directory/places/south-yorkshire/
https://theuk.directory/location/south-yorkshire/

from what i can see they are both displaying the same information.

Isn’t this just duplicate content and are both urls needed?
