Need to stop the publishing of empty pages

We have moved to a support ticketing system and our forums are now closed.

    In the cities and towns where there is no vendor listed, we need to stop those pages from being published or existing at all.

    Examples on our site;

    https://www.photographer.org/photographers/montana/aerial-drone/
    https://www.photographer.org/photographers/montana/great-falls/fashion/

    We literally have thousands of these that are empty and they are hurting our SEO efforts with the search engine. I need to find a solution to this issue, such as not publishing any cities/categories that don’t have a listing.
